Every weapon has a certain playstyle that benefits from either one of these. Sometimes both.
Splatlings, for example, spend most of the time on foot due to their nature, and thus you won't benefit from swim speed much.
On the other hand, weapons with long action and slow run speed like Blaster usually play dolphin, so most of the time they're in kid form they're in the air preserving their swimming momentum.
Chargers don't run a lot for obvious reasons. Bamboozler or Squiffer may get decent use out of run speed, but they're in the future.
With shooters, generally, the shorter is the range and faster is natural run speed, the further you should move towards run speed, but it's the best to run either a mixed or swim speed-only (on something like 96) kit because of diminishing returns. The exception to all of this would be Sploosh when it's back, its range is way too short for run speed to be useful.
Dualies need swim speed. They don't run a lot, rolls hog up a lot of kid time.
Sloshers are still broken and aren't affected by run speed at all. Tri would've benefitted from run speed but alas.
Nozzlenoses are a special case. L3 is the fastest runner in the game and has more range than midsize shooters, so naturally it runs run speed. H3, however, while being considerably faster than other 3-liners and as fast as midsize Tentatek, is not advicable to get run speed on or gets zebra coverage with too much of it, plus it has all prerequisites to play dolphin unlike L3, so go for a mixed kit.
Rapid and Clash- all run speed. ALL OF IT.

96's run speed is the slowest in the game, slower than Blaster's which specifically avoids setting feet on the ground already, so you should run swim speed plus efficiency set with it. Maybe something else, but run speed 96 is hilsriously counterproductive.

Ugh I don't want to rely on shitter weapons like the Octobrush and Slosher, but literally the only way I can be good in Ranked is with N. Zapper and Aerospray.

Honest to god it depends on the map/mode

Splatling is ALWAYS useful in tower defense and amazing on that stage with all the shipping containers.

It's hot garbage on any stage that's raised on the objective like Mainstage because you blow close quarters.

It's a weapon of extreme min/maxing. Great space denial, great support, and if you've already spun up you win every direct confrontation and it's not unusual to step around a corner and wipe the whole team. But god help you if you're in their range and haven't spun up, you auto-lose to a lot of weapons if they have competent aim and are in range. You can't fill a lot of roles that your team might need because of your movement and spin-up restrictions, and while sprinkler is a great fit for the weapon (put one at your feet but behind a wall so you know you have space to move around if someone gets close) it leaves you without a panic button on a weapon that could really use one.
