normal legion dungeons gather players of all levels between 101 and 110. Attacks made by the player with the highest level is the base, attacks made by the lower levels players is scaled up.
If a 101 level player is running around in 840 epics then scaling up can result in insane damage/dps (compared to his level), I saw 101 twinks doing 700-900k dps when doing 400-600k in raids was cool.

yeah in M+ you can have like 4 rezzes, 1 lust
my sv hunter has 1 crane rezz, 1 moth rezz, 1 mortal strike pet (optimal dps), 1 lust nether ray, and 1 tank spec turtle (all others are in pve dps spec)
in raids though, your whole group gets 1 rezz and gets 1 extra rezz every few min based on the number of people in the group (the only exceptions are reincarnation and ancestral protection totem)
