Dva matrix is essentially a four second field of piercing stun that prevents the enemy from playing the game. The only things that counter it is mei freeze which Dva can tank and escape, Zarya laser which Dva can tank or escape, and Monkey lightning which she can tank or defeat in a 1v1 very easily.

D.va has been OP since drop. It's only okay because both teams can get a d.va (and always will). She completely shuts down anyone with slow projectiles (hi Hanzo, Junkrat, Pharah, etc) driving them out of the meta completely.

She eats ultimates and abilities, never reloads, has two lives (with the potential to build anotherone back up) giving her the highest EHP/killtime in the game with a high mobility skill AND decent DPS point blank. She is by far the strongest hero in the game with a middling skill ceiling/floor at best.
