The answer is, you should absolutely create a 4*+10 as that requires far, far, far lower feather investment for equal power, ESPECIALLY since you already have that Gronnraven+ to pass downwards via merge.

Here's mine. She'll be getting Iceberg and Glacies soon when my feathers come through for me, though Draconic Aura is roughly equal in value. I just gotta find a way to spend that SP.

Depends on what you think your primary use of Cecilia is (will be).
Gronnraven = +Atk/-Def (or -HP)
Gronnblade = +Spd/0Def (or -HP)

Personally, the +Atk has proven more useful for me since not only is the Gronnraven more useful both offensively and to tank Bows/Daggers/Healers/Blues, but because if I lose my Hone Cav buff at any point, the blade becomes far less useful. And she won't outspeed Lunatic/Infernal shit anyway.
