For gameplayfags, which one is more worth to roll in between Okita rate-up and Scat's?
Okita has the best NP gain out of all sabers on her quicks, even rivaling Jack's, AQQ crits goes from 0% to 80% NP, plus ST NP with 30% def debuff. Scat has below average NP gain, but that divinity modifier and guaranteed stun looks handy, especially with Twice appearing on her gacha.

You're giving Liz way too much credit. That buff is good but Liz has nothing to give a team besides that. There's tons of units that do defense debuffs better than her, such as Tamamo Lancer. Shit even Cu does it with his NP. And most importantly you haven't seen what the game becomes further on. Survivability will outlast burst damage in the long run, so characters like Cu that can avoid damage entirely will be much more valuable than someone who can up damage to a niche group for one turn, and then have piss-poor single target damage for the remainder of the fight.
