The 16 cost would actually be a problem if it wasn't for the fact that Eachtar just buffs up your board anyways. You can have a board of shit 1 and 2 drops, and all of a sudden they go from dealing 3-4 total damage to dealing 9-10 total damage. Spamming board clears is also really difficult since shadow's stuff either has last words or has high refill value like Zombie Party or Eachtar himself.
