The problem I see is that voice acting does well for attracting fans. But the horrible writing and the gameplay (which is improving but is still low-tier and has limited replayability) keeps people from playing the games, so most fanworks have the neps acting like parodies of themselves, because like Touhous, people who actually draw, write or whatever else don't play the games.

Removing the voice acting would free some funds to improve the games, turning a few fans away, but attracting gamers.
And we all know that CH is deadly afraid of turning their fans against them, so they'll likely keep making Neptunia games with more new characters until the cast is bloated, very slowly improving the games, one small change after another, while milking it as much as possible.
