honestly movement speed doesn't even matter, as long as you don't sprint everywhere so the movement speed part doesn't even really matter.
Also, the good part about his 4 is the armor reduction, not just the cc. It's useful for pubbing lategame grineer and augmented enemy armor sorties because you can't rely on allies to have corrosive projection.
also, on defense sorties his globe is useful for safely reviving allies and the defense target if/when they're downed.
Frost's Icy Avalanche augment is useful because it provides everybody with more survivability, especially against large groups of enemies.
