No, you "buy" QP by exchanging Gold Medals. You can demote your Gold Medals to Silver or Bronze. Usually, you'll end up with some event materials by the end of the event so you exchange them for QP. Nightless Rose is a useless CE if you have a semi-levelled team but it can do wonders for new players that started playing recently, overall it's just a trophy CE, buying one should be enough if you don't get any single drop, but if you get two, might as well buy all three to limit break it, right? Decide for yourself.
