When used effectively (In Vayne's case) it can be a central mechanic for improving and rewarding the player for consistency. When tacked on (In Gnar's case) it can lead to frustration.

% damage should remain only as a reward, not something casually tossed in.

How to win games at low elo

If you can do everything you can sometimes win without even playing the game properly as long as you manage macro nicely. Make sure you have some mobility, a playable laning phase that lets you farm and have kill pressure, a strong mid game for roaming and taking objectives and an ok late game in case you can't close a game out.

Gnar having a three-hit passive is overkill, that I can agree on. Vayne however since inception was "you can only do damage with auto-attacks. Here's a dash + steroid, the passive itself, and a knock back for self-peel. Also another steroid to increase your % damage and make you invisible in teamfights." The % damage is given to her solely because she needs it to work off her doing damage with auto attacks.

Quite the overexaggeration but honestly it has less to do with damage and more with how it scales. Had Gnar's burst be a flat amount, the damage falls off thanks to people building armor + health. Vayne is MEANT to scale and so the % damage not falling off is crucial to her kit, Gnar's case it literally was put there so his mini-form can do damage late-game (which goes against the kit's philosophy in the first place).

What does that even mean? They're both two different types of ADCs. Lucian's about mixing in abilities with his auto-attacks and using armor pen items. Vayne is about % true damage. And saying "A fed lucian" doesn't really hold up when almost any adc can get fed to his level.
