Not that hard actually, but don't be fooled. There is a huge skill gap between rookie & bronze. So don't beat yourself up too hard when you get cheesed by the army of Ryu's and Kens that await you, the main focus should be fun. You'll get better the more you hunger for wins, watching replays, practicing things in training mode, etc. Analyzing how you play and what could have been different.

You can spend 5 years in a fight game and never get any better if you aren't doing it right so keep that in mind. Reflect, analyze, practice, learn and experiment. It'll all come to you eventually.

I am brand new at fighting games. When do I start having any idea of what's going on? I think I can kind of confirm target combos sometimes, but my brain explodes even when I play easy survival mode in SFV. Are there any good ways to help me improve from this starting point?

SFV is probably one of the worst current fighting games for beginners. I'd suggest an anime fighter instead, like P4A or Guilty Gear. It teaches you fundamentals without demanding perfect execution from you.

If you're really set on SFV though, then your problems will be solved with practice and time. Go lose 100 times in multiplayer with an open mind.

Keep practicing, and if you can't do what you want, practice something else for a bit to take the edge off, or just fuck off and come back to it later. Break down everything you are seeing into functions rather than "he ran in and punched me wtf".
What really happened? Was it fierce, neutral? How was his spacing? What was mine? Was I out of position? Was I pressing buttons like an idiot instead of blocking?
There are tons of nuances during a fight that the average viewer simply won't even know they are looking at or seeing it.

Enter the game from the most basic level and just watch tons of videos of others playing, find videos with commentators pointing out whats going on so you can see it too.
Learn your main from front to back, all their moves alone at the very least.
Get comfortable with it so you will know what to do and when you can do it, even if its simply training yourself to AA when they jump its somewhere to start.

Replays, reflect, analyze. Watch videos, there is a lot to learn even from just being a dedicated passive viewer.
