To play Devil's Advocate, it's like that in pretty much all games where you're supposed be able to access your romantic partner all/most of the time. Eventually, the game runs out of things you can do together or dialogue you both can say... Skyrim, Fable, pretty much every Bioware game. It's all the same.
Off the top of my head, Alpha Protocol does it well because you're usually not around your romantic partners, so when you see them it all feels fresh.
That said, Persona handles romances rather shittily. I was hoping P5 would fix the whole "no one else in the group knows you're dating" thing, but nope. You could be seeing Ann most days of the week and not even Morgana will say anything. You can't even come clean to your bro Ryuji.

Personally I think that the S.Link storylines help alleviate how forced some romances can feel. I mean, in Makoto's you literally act as her boyfriend for half of it so sliding into a real boyfriend role felt natural. I can understand why you think that though.
But to me, that's not the real problem. In a series that plays up going to school and forming bonds with classmates, it's odd how you don't talk about the romantic relationships that the MC is forming with others. I understand keeping things quiet if you've got a harem going, but you should at least be able to tell Morgana about getting close to Ann to get his blessing, or explain to Ryuji how you don't need to scout for chicks anymore since you're scouting Makoto's innards.

Haru of course had a connection because Okumura was her father and he was tossing her aside for his own gains
Then Akechi, he has Sae for his 'Crow' Persona and Shido for his 'Black Mask' Persona.
Makoto has Sae to fall back on, but her connection with Kaneshiro?
Nothing. She has no deep seated hatred or animosity towards Kaneshiro. He just happened to be the straw that broke the camel's back caused by her sister, the principle, Akechi and the PT.
In fact it almost ruins her Awakening because her emotional crux isn't there.

That's a good point. Yeah, I agree with you, it would've been better it Kaneshiro was connected to Makoto somehow, more for her Awakening than for a Palace of her "own" (since I count Sae's Palace as very relevant to Makoto).
I think it still works though. As you said, Makoto was going under a lot of shit and Kaneshiro was the last straw that made her decide to change tact and take justice into her own hands. It's still impactful imo, but it definitely could've been more so if this Mafia boss was one of the roots of both Makoto's and Sae's troubles.
