NP charge is from a combination of chains, and if you've leveled up the servant's NP.
So first I'll go into leveling up the NP
When you upgrade a NP, you increase its main power (or, in the case of support NPs, the % chance to activate, heal amount, etc.) by a certain amount. However, at NP level 2 and NP level 5 you also give it the ability to charge to 200% and 300% respectively.
The 'overcharge effect' references the level of charge you're at. So if you charge your NP gauge to 200%, that means, in the case of gay bulge, you'll decrease the enemy's defense by 15% and have a 62.5% chance to insta kill them.
Secondly is chaining. When you use NPs together on the same turn, all NPs gain the charge % of all previous NPs plus their own rounded down to the nearest x00%. So the first is whatever charge percent it has, the second is the second plus the first, and the third is all three combined.
Sometimes it's really useful to chain together NPs, like with double Merlin since all the effect stack, other times it's better to just use one each turn so you can go back to charging that character's NP. It varies between characters.

Check the event list on the wikia (unfortunately cirno is dogshit at keeping records of gachas, only events).
You have to buy a 10 roll worth of quartz (the extra quartz you get do not count towards this, but I'll still probably just buy $40 worth of quartz for another 10 roll on my next servant), then there's a list of 5 stars you can get from the roll. You are guaranteed 1 of them, the other 9 rolls are normal rolls but with said 5 stars being on rate up for the roll, so technically you could get 2 or even 3 5 stars if you have EX luck.

It's basically the event where it's good to pay in even if you're a f2p player, since it's never bad to have another five star.
