Even Lancer Cu pretty much has two now, since nothing says the Odin Runes NP should still be accessible in any form he has Rune Magic in.

Exclude Servants like Kojiro or EMIYA who don't really have an NP to begin with (though you could also say EMIYA technically has unlimited NPs).
