The only thing I remember about If in Persona games was the protagonist and the school showing up, but never a conformation that both games were in the same continuity. That's one thing I'll concede to Goro, his power does bad things too but changing hearts really isn't justice as he says.

It really makes me butthurt that the game sharted all over Goro's actually legally/morally correct assertions in the early game by making him the bad guy and a hypocrite to boot. The Phantom Thieves would have been the villains if not for Morgana.

No, in order to set up a continuity you need a canon. Canon is the facts of the worlds. P3MC is male, P4 protagonist's name is Narukami, and so on. Continuity, as I understand it, is the consistency of the world. P3MC has been mentioned as male in subsequent Persona games so the continuity of him being male is good. If all of a sudden he was mentioned as female in say Persona 6 then the continuity of him being male would be bad. That's the best I can explain it.

Shadow Cowtits was Mikuratana, not a real Shadow. And Miku ended up pulling the entire stadium into the sky/Sea of Souls so when later Rise, Yu and Teddie summoned their Personas to free the shadow stuck there, before the final battle, it was already happening on the other side.

That's pretty much what happens anyway, it's just whatever antagonists or story events you need to deal with always happen to occur AFTER your exams are over.
Imagine how much better the pacing would be during the last week of December in P5 if they just skipped exams and spread the events out over multiple days.

Looking back on P5 after beating it, I can't help but feel disappointed in it.

I'm guessing it's a stupid idea, if not completely redundant, but could we make a Repel all (except Gun) Yoshi for the twins? Yoshi has natural Repel Elec and Repel Curse, and if we stick with Null Physical, we have six Repels and two slots for HT + Charge (or Arms Master).
