Is there a way to fuck with Dickplo's files to low the rate of tax inefficiency? I want to play with campaign AI higher but I hate how you can't have more than 1 settlement without losing hundreds to inefficiency while the king's AI gives himself 5 cities, 7 castles, 12 villages, and staffs them with 1,200 soldiers.

normally it's 6/4/2 settlements on poor, average, and good campaign AI
I'm thinking of making it 8/7/6 or just 6/6/6 all around so I am discouraged from going above 5 settlements
considering how much the AI cheats it seems fair
