I've got about 12 of each key, and like 15 exterminate and 25 survival keys (I've been trying to farm unvaulted relics that's why survival) Would that be enough? What's a reasonable amount of keys to build up before I look for a team?

Yes, it is, in a game where Chroma can reach 600% damage buffs and where fucking Banshee can literally amp 2000%+ minimum. Furthermore, it's completely unreliable and actually useless if you have literally any sort of CC on your team. I pub sorties and can't even come close to the cap. A single nova/frost on your team completely invalidates your buff.

her passive is when she picks up any resource orbs, it breaks into shards that nearby allies can pick up for 75% of the orb's value. she can't be damaged by her 2's explosions.

Well yeah, it's supposed to be a build skill for his 2, but as stated that's a crap ability. Then his 1 is even worse because you have to let the chained enemies get away before you can hit them again for more shields. Maybe a high strength low duration build would work but only if his 2 was actually worthwhile.
