The Throng: Every 60 seconds, a Bamboozled Villager is placed somewhere inside the jungle within 3000 units of Elise. The Villager lasts for twenty seconds before disappearing in a cloud of mist.
If Elise right clicks the Villager in spider form, she bites them, wraps them up in a cocoon, and a train of spiders carry them off into a cloud of mist, granting Elise a stack of Eight-Legged Favor. If Elise can amass 20 stacks of Eight-Legged Favor, the next Baron that spawns will be a giant Spider God that can be killed by either team, though Elise and allied champions deal 20% more damage to it. Whichever team kills the Spider God briefly gains a bonus minion wave composed entirely of spiderlings. The Villager gives Elise 100 gold and wanders off into a cloud of mist, seeking new converts. For every Villager poisoned in this way, a convert comes to stand by the Shop, reducing the price of all items for Elise and her team by 0.5%.

She is weak. Not unplayable weak, but yeah. She used to be strong several months ago, but not anymore.
You should build tanky most of the times. Stay near your backline if there are champions with dashes on the opponent team, so you can stop them with Poppy's W. Practice her E, see at what angles it will pin down the opponent on walls, as it is not as straight forward as it seems to be.
I think her ult is a tad underwhelming too, but it has plenty of uses. The knock up, damage (even if just a bit), plus getting out of a gank alive or saving a teammate who is being chased down with it is great.

The thing with Poppy is that she has no real guaranteed CC (except for the knock back part of E). Her E needs to be against terrain, R is a skillshot and can be easily avoided when snap cast, Q slow isn't targeted and W depends on the enemy using a dash. What people are experiencing as broken is Poppy landing E stun into Q, snap ult, second part Q, Frozen fist passive auto and sometimes a W proc. This deals a lot of damage but is reliant on landing the E stun. When done correctly you will heavily damage a squishie and cause a lot of disruption with easy follow up for your teams (especially for the like of Lee Sin). However it's incredibly easy as Poppy to dive in miss the E stun and be fucked entirely (unless far ahead). On top of that you are diving in and not peeling for your backline. So if you as the tank fail to initiate successfully you leave yourself in a bad position and your team as well.
. Win rate is of course not a one stop shop,but the circle jerk is too much.

Trading becomes a lot better at level 6, all you have to do is what i told you already, but if you can auto a creep 2 times, you have a passive proc on your next auto and you can all in with it most of the time of the situation allows it.

I hate that item. It doesn't fit at all into what I usually build for 45% cdr and each of the stats it gives is found elsewhere as well.

If I want a chunk of AP, some mana regen, fatter shields, and 10% cdr I will always buy Censor instead.

If I want a chunk of MR, fatter shields, some mana regen, and 10% cdr I will buy Mikeal's instead (assuming the active is relevant).

Grail is really just a chunk of AP, some mana regen, fatter shields, and 10% cdr. The chunk of AP and the shield bonus seems nice, but you'd get a similar shield bonus from getting the usual redemption/censor/mikeal's that I usually build.

So the difference ends up being the few stats not listed. The movement speed from censor, the lifesteal from censor, and the active on mikeal's. If any of these three things are relevant at all in the current match then I'll build those over Grail.
