I have not experimented crit oriented builds that much so Lancelot/Gilgamesh/etc heroes that benefit from them are still alien to me.

Now there's an incentive for the mid to low tier whales, and even the regular users will have an excuse to roll more often since they can burn undesirable 5*s to get a guaranteed copy of their favorite 5*

Crit/quick meme teams are teams with constant quick chains to generate stars, like atalanta/medusa/cu, but in your case there's no one to generate stars, unless you NP with lancelot buffed by his second skill. The resulting 40~50 stars can be used to wipe the next wave of enemies by Gil/ Lancelot crits. Maybe Waver's a better choice since he can buff crit damage by 30% further.

Equip a CE that boosts NP gauge as much as possible. Kaleidoscope is of course the ideal, but there's weaker ones.

The biggest problem you'll run into with Mata Hari are simple levels, and perhaps her low HP. She'll be stuck at Lv40 not only requiring monuments to progress, but also likely some hard-to-find materials. On the other hand, Carmella will hit Lv40 and be able to keep going for another ten levels just with a few assassin pieces.
That's pretty much where I am with Sasaki: he can't level up anymore past Lv40 unless I dig some Eternal Gears up from somewhere, and so he's basically dead weight while Jing Ke could easily outpace him.
As for if that is a dealbreaker for you, I guess it depends on how much you like the character. If you insist on still using her, then sure, stick with her. But don't be afraid to swap her out if you just can't ascend her any more due to lacking materials, and if you require an assassin of a higher level.

But does that actually overcome having significantly higher stats and the rest of Stheno's skills? I'm unsure but I can see it I guess. The % of her debuffs is paltry though, a mere 20% at rank 10.

Doubt FGO would touch ORT with anything less than a ten foot pole. They just care about humanity's future in the relatively near future. That and ORT is fucked powerful, even for a TYPE.

Right now, Stheno's available skills are:

>charm one male enemy

Nobody has a ton of snake jewels, god hearts, and reverse scales so there isn't a way to fully ascend her for her final skill.
What this effectively boils down to is one skill with a 60% chance of reducing an enemy's NP gauge. That's pretty much all Stheno can do, outside generating crit stars.
On the other hand, while Mata Hari certainly does suck, she also has:

That's quite handy. Not exceptional, but at least they are useful skills and a useful NP.
Stheno will certainly outclass Mata Hari once the final ascension becomes available. +40% ATK for three turns (with a proper party) is certainly significant, and she also gives +15% to all Quick cards of all party members with her Bond 10 CE. But right now, Stheno is terrible and easily one of the worst servants available.

TYPEs aren't fully Tsukibullshit, they're mainly Notes (and all of the Nasuverse, to an extent). They're the ultimate beings of their planets, the apex predators amongst apex predators, having evolved/been created under the guidance of their planet. Anyway, here's the main thing you've got to know about them: they're fucked strong. As in, they make Servants look like pussies. It's way too expensive for what little benefit it brings. If you are literally swimming in Gems, sure, I suppose, but even just 5 Shinings of each type for the first two levels is pretty fucking heavy already, never mind when it comes to Magic and Secret Gems.
