Because Jack the Ripper is not only the best assassin in the game, she is also one of the strongest servants in the game. Especially her Noble Phantasm which is spammable, and does fucktons of damage, and then some to women. Even if she can't use her NP on that turn she can throw out criticals like crazy. She's an offensive powerhouse.

Illya is honestly pretty bad. She's has a bizarre mishmash of skills (she gets a +Buster damage skill even though she only has one Buster card not including her NP). Her NP does medium damage and increases her Buster damage but comes with a nasty debuff (-10% damage and defense for 3 turns).

So she has poor damage, poor support, poor survivability, and an awkward skillset. She doesn't pair well with any particular team make up. She was the worst 5* caster in the game (people generally put her on the same level as Medea who is only 3*). Though since Scheherazade was recently released and is even worse than Illya (she's down with the 2* casters) Illya no longer has the distinction of being the worst 5* Caster, just second worst.

Lots of servants NP's have a debuff of some sort, like how Jeanne's stuns her when she uses it. Later on she has an Interlude that changes it so instead of stunning her, it removes debuffs from all allies. This is why Jeanne goes from great at the beginning of the game, to pretty shit tier in mid game, back to being really good late game after she gets that Interlude.

It's safe to say Illya will get an Interlude someday that will change up her NP and might make her stronger, but for right now she's pretty terrible.

It (Normal End) was the only conclusion considered at the time. However, after writing about 2/3 of it, I found that the story itself did not allow such a conclusion. After that, I wrote the original conclusion, and then followed the story and write the happy end. Since this was Shirou's tale of happiness after losing so much, even if Saber and Illya were lost, at least he should let Sakura achieve happiness. And this was the conclusion. Even though Sakura indirectly became a mass murderer, there was no reason to deny her of happiness. I came up with this idea that if one were alive, it was not bad to redeem him/herself while looking forward to happiness. Even though this was hypocrisy, I felt that the story itself strongly demanded this possibility. To be honest, it was the first time that I lost to the story I wrote.
