Use Shadow Dance fairly often. It's not hard to get charges back, and it's where the majority of your damage comes from. You want to Shadowstrike as much as possible. The rest of your damage is primarily from finishers (especially during short fights), so focus on getting a lot of Eviscerates in there too. Go Gloomblade if you aren't in a group. Use Shuriken Storm at 2+ targets (3+ for Shadow Dance) unless you need to focus a single target down.

Also what's your talent setup like? How's your gear?

Honestly, I find pic related way better for soloing. It lets you spam Shadowstrike and use Shadow Dance more often and for longer periods of time. The loss of burst isn't really as bad since you get extended windows more frequently.

Sub isn't as good as Assassination for soloing, so that's probably why you're having a hard time at such a low ilvl.

This might help, but it doesn't tell you the whole story. Basically you want to Symbols of Death on CD, be in Shadow Dance for as much as possible of that, get 3 Shadowstrikes per SD (without overcapping CP/energy), and keep up Nightblade.

Obviously there's more to it and Icy Veins can help with that, but you may not be using the right abilities. And your ilvl is also much lower than mine.

I'm fairly new to the game and have been reading up on the pandemic mechanic. Can somebody explain to me why you should only re-apply debuffs when they have 30% duration left? At first I thought that you would only get the extra duration if you reapplied in the time frame, but if you actually hit the ability twice, one right after the other, you'll get the longer duration just the same. What's the downside to refreshing early, if it's still going to be bumped up to the highest possible duration? I have an idea about it but I'd like to know the real answer if anybody can fill me in?

My current idea is that is comes down to efficiency. Let's say you have a DoT with a 10s duration. You apply it , let it get to 9s and then reapply it to the now full 13s duration. If you let that tick for the new full duration you get the 1s tick from the previous duration PLUS the 13s tick from the new duration for a total of 14s of DoT for two casts.

Now if you would have applied it and let it tick down and refreshed it at 3s (30%) you would have had 7s + the new 13s for a total of 20s of ticks for only two casts. it's a very slight lean, if you rest against the back it doesn't do it. But if you try make the seat completely flat you can do it by leaning in any direction. It's like there's some room in the hole where the rod sticks in. I can only imagine that's intentional to not put too much pressure on it.
