I wonder about the relationship between Valaste and Sheogorath . I suspect that there is more there than is immediately apparent.
It's clear that Sheo designed his game specifically for Valaste. It could be that he did this because of the relationship between Shalidor and Valaste, but it's clear from the dialog that Shalidor really doesn't have the same feelings for Valaste as she does for him. He's more concerned about Eyevea.
At one point Sheo actually refers to Valaste as his niece. It could be that he is simply playing off her reference to him as Uncle Sheo but perhaps it's a hint at the existence of some other relationship.
