Fallout issue please help

Hi, this is a bit of a strange one. I wasn't sure if I was supposed to put this in Gaming or R but here it is.

I play Fallout 4 with some mods. I'm fairly confident it is not the mods that are doing this but I will explain my current situation.

The game will be running smoothly until suddenly, without warning and with no reason, it will drop frames to 0 and freeze like that for quite a bit and it will happen so frequently to the point of frustration.

Between fights, in fights, entering pipboy, saving the game, loading an area. Idk what to do, I've tried everything. I've googled and looked at steam posts, I've changed settings in Nvidia control panel, I've reduced higher end settings in the options menu.

Like idk what to do and it's annoying - I just want to play the game. I have a 980 ti. For those wondering the majority of the mods that I have do not overwrite eachother (Aside from a flashlight mod that edits the lower nif or w/e of another pipboy retexture) and to be safe I have the textures set to 1k as opposed to 2k which is stated to be safe.

I have no clue what to do. Any suggestions?
