This is going to sound kinda stupid but the only reason stopping me from buying a pack of quartz is the stupidly high price they have right now.

If the prices were a bit more affordable i would be giving myself some rewards after hard work and roll some pixels but with 1 roll being a WOOPING $42. Theres ABSOLUTELY NO CHANCE im ever spending money on the game.

If 1 roll were about $10-12 i would actually consider it and in the long run i would end up giving them much more money, but the prices as they are right now just tell me im going to be playing the game for free forever.

It's actually easier now since that with the +20 quartz they're giving out you can do two quartz rolls instead of one.

Pretty much. If you want to level up your Master Rank higher first to use Lancelot immediately, from the Terminal go to Chaldea Gate, Daily Quest, then Ember Gathering. Start with 10, then 20, then spam 30s when you think you can. Easy EXP for your Servants, and easy Master EXP you won't know what to do with. I came from JP and I did this until my main servants on this server were maxed out before even starting the Prologue. Comfy ride from there.

Maybe? She costs zero so it's easy to add her into your team and still have everyone equipped with good CE's. On the other hand, she's not a very character good. But she'll become pretty good down the line, and she's the only Shielder in the game which makes her particularly useful. So you'll eventually want to level her up, though whether it's worthwhile right now or not depends on what characters you currently have.

I've got an NP2 Tamamo Cat and a Hercules, so when the free fourstar comes I'm not sure what would be the best choice. It feels like it would be a huge waste just to get a second Herc to level up his NP.

I like Marie, but everyone says Ushiwakamaru is super good so I worry she'd be a better place to spend Rider resources. Carmilla is pretty great, but I am enjoying Koujirou a lot since I started working on him.

I don't have a single Archer. Is Emiya as hard to make not suck as people say, or is that just a meme? On the other hand, my only "good," Saber is Lily, so perhaps I should take Chevalier? I have two good Berserkers and s/he's supposed to work really well with Berserkers.

If only Medea Lily was out and one of the pick choices, this would be easy...

Marie is a better Rider than Ushi, offensive wise Ushi is a tiny bit better, but it's really not a big difference at all and when it comes to survivability Marie is only second to Jeanne right now.
Carmilla is infinitely better than Koujirou. They don't even compare, really.
Emiya is just painfully mediocre right now, there is nothing you can do about that. He will get a quest that upgrades all his skills and makes him quite good for a 4* eventually, but that's still a year and a half away if they follow the JP release schedule.
As far as Sabers go there just aren't really any all that great ones that aren't 5* right now. d'Eon is a pure tank that does absolutely 0 damage and Saber Lily is all around just worse than Caesar.

I'd probably get Emiya or Carmilla in your situation. Archers have a better 1-3* alternative than Assassins in Robin Hood but Emiya will be more relevant looking at the future.
