The excuse usually given is that it is too much work or they don't like to release something unfinished. In reality it isn't really that hard to insert the scripts and can take a few hours at most if you have a lot of individual scripts and images and also compress the final container file (could even shorten the process using a batch/powershell script to automate things).
So it ends up being more about not wanting to do a bit of extra work for each one. Though some groups try to act like they are being professional about it and they will want to QC the partial first before release which is time consuming.
