It had great potential, but it's clear they ran out of time/money or just didn't care about it.

They never gave you enough fun with pretending to be her secret lover. You never got to see her friend. You never find out what became of her investigation into Shido. You never even really got to know Lala-chan.

So many great ideas but none of them led to any real meaningful moments. Like, Makoto's confidant is 90% shit, but then you get Beep Boop, and the ruse, and the slap. Chihaya is fairly dull until she goes full Confederate. Those are all great moments that stick with you and really serve to make you feel close to the character. Ohya doesn't get anything like that. There's shit that should feel cool, but it all seems like it's ramping up to something really great, and just doesn't deliver.

Ohya's confidant ranks could then result in her not only reducing alertness in palaces, but also help improve gains to public approval and diminish backlash if you botch certain things and get the public mad at you. She's writing all these stories about you, the least they could do is help influence the public, or at least even be able to be seen/read/mentioned once in a while while you do your daily life routine.

Obviously you wouldn't want this to make her a must-have for ranking up, and getting the good endings should be plenty doable without her if you apply yourself. However, like Chihaya's affinity or money boosts, Mishima's exp skills, or Takemi's expended inventory and discounts, her skills should be quality of life improvements for your game.

Maybe it would be easier to have Ohya's stories influence droprates of certain items, treasure demon appearances, stat boosts, or something, via influencing the public's cognition of the PTs? When you rank up, you could talk to her about the sort of story you want her to write/things to play up in the newest story, and you can choose from an effect you want the story to impart. Not like Chihaya, where you can do it each day, but for that particular confidant skill reward, you can have her put a spin on her story.

So for her rank 3 skill, you can choose to have her story influence [a stat of your choice], [item drop rates], [treasure demon rate increase], [some other shit], spinning it as the PTs being particular skilled, great at purloining goods, adept at finding rare treasures and/or fighting dastardly foes, etc. For rank 5/7/10, you get opportunities to help her spin that story and influence public cognition.

With each confidant skill rank she offers, you can either have the stories cover many bases and get a smattering of minor benefits to your exploits, or stack them by having similar slants to the stories, and focus your efforts on one particular type of bonus.
