Now add the new FE11 original units such as Frey and Athena.
Now add all the previously-forgotten BSFE units such as Malice and Frost.

I've done this extensively with Cecilia and used it to give a bunch of spare skills to my Catria using the free neutral one. Learned skills get passed learned(including any things the unit naturally learns at higher ranks), unlearned skills get added to the list while remaining unlearned. Keep in mind the only SP that gets transferred is the amount specific to the rank of the unit merged, so spend it all on whatever you can before merging.

Legion is one of the best offensive axe infantry currently. He's basically an ideal IV Raven as default. His only downside is having an unremarkable default weapon that requires SI to replace. If you already have a Raven, no reason to bother with Legion. However, he'll be your go-to "kill blue things" unit otherwise.
