It seems like in Arena, half of the time you'll be getting something like unit #2 buffed by #1 and #3, and the other half they're buffed by #1 and #4. Just alternating means you'll get overlap on the first option, and going Hone/Fortify/Fortify/Hone means you'll get overlap on the second.

I feel like I'm just being dumb and there has to be a more intelligent way to set this up.

If they ever do Fates style weapons then I strongly hope Silver and higher rank weapons, save for brave weapons, get less harsher penalities.
