The point is that he doesn't necessarily need it because he's entirely a player-phase specialized offensive unit whose killing power isn't dependent on his speed. Celica's stats aren't what maker her so good, her ridiculous tome is.
She stops being god-tier after one round of combat kills her tome passive with the built-in feedback, but can be built with renewal or paired with a healer to mitigate that and keep triggering that passive.

The first-turn power boost her tome gives her makes her dangerous because it essentially means almost no other ranged unit can touch her without dying unless they let her kill something first or catch her out of position.

It's that much of a bitch to get spare Hinokas, both banners she's been in she's had to share with other blues. And it's annoying to skill inherit from her since you're practically obligated to grab all 3 of her rare things so they don't go to waste, which means her Brave Lance+ is generally limited to Catria, Shanna, Clair, or Est, of which only the first and last can really make use of that(or the Blazing Wind for Arena score padding) effectively. What's worse is that you really want your Brave Lance user on the receiving end of the Hone Buff, so that means either running two of them or using the inherited Brave Lance for a completely separate non-flier build, which again only Catria and Est can really get away with doing with their stat spreads.
