Some characters aren't as loud as the others, m8. McCree, Reaper, and Roadhog are pretty loud. Tracer you can hear her but she's definitely not as loud as those three.

Again, Hog flanked because he pulled you to him and picked you off. Reaper flanking needs to get close and he'll be pretty much detected before he's close enough to do the biggest damage. That's not even counting sounds.

She would be broken if OW didn't have a combination of insane mobility options and barriers. If you removed either she would shoot up several tiers. Having to choose between doing an airshot, repositioning to high ground and escaping (every 12s) is part of why Widowmaker is currently balanced. If the cooldown was halved she could indefinitely escape Winston and DVa. If it was lowered slightly she would hardly be countered by Genji at all.
