You probably won't have Dazzling Staff if Wrathful Staff is unobtainable, Wings of Mercy is good for getting to damaged allies to either finish off what's in front of them or heal things back to safe levels. Just keep in mind that while Elise can chip things to death even without Wrathful Staff, it's still chip damage, and she's not going to be soloing things unless there's a lot of walls on the map to kite behind. The Gravity she comes with is especially nasty on those kinds of maps.

Not necessarily. Like you said grinding past 30 is pretty tedious and some units like Reinhardt don't do very well until they're 5*. That said, grinding sp can be far more tedious if you have a lot of skills to learn before a unit becomes decent. I'd at least hold out until low-mid 30's since that's when the pace of level ups goes way down.

If I really wanted a defense boost I'd just put Fortify Def on someone else. The Rally is not worth it. I haven't used a dancer on offense in the past month because they drag your rating down too much, and without one positioning skills are invaluable. I'd only consider changing Reposition for Swap, it's what I had to do to stay t18+/get to t20 for a week.
