P5 wears it's manga aesthetic on it's sleeve. you get page rips and tears, drawn-in fore-ground detail on menus, drawn page divisions, page turns for transitions in battle... I could go on.

I'm not saying to stop preferring comfort and modesty, but she already dresses well in other outfits. The summer dress and the sweater on the summer uniform look great.

The problem with the shawl is it completely destroys a silhouette. Her body language is already very conservative, and with the overflowing and baggy nature of the shawl, she looks more shawl than human. Even if she were to continue wearing it, I would recommend tightening it up around the shoulders and aligning it so it's more in the front, like a poncho. Fashion is meant to accentuate the form of the human body, though you don't have to expose skin to do that. It's for this reason that a fat person will still look better with slim, fitted clothing than with baggy outfits.

I think that actually applies to all of her outfits though. Many of them have a muted color scheme and cover much of the body, so the eye will be drawn to the expressions and movement of the face instead of loud colors or titillating skin. Short hair helps with as well, since it creates more of a divide between the head and body. Compare to Yukari, whose choker and always uncovered shoulders brings attention away from her face to her neck and shoulders. Even though her long hair is mostly hidden behind her head, its appearance also just draws your attention downward, as it does nothing to frame her face.
