On average, it saves you from 1 in every 10 hits entirely. This alone makes it more valuable than a flat 10% reduction, since it happens all in one chunk.
Shaving 10% off each hit isn't going to matter since you heal to full every round anyway. Shaving the entire hit off 10% of the time means you're more likely to survive chunk damage, which is the only kind of damage that usually kills you. 6* WoL (the tankiest unit you're probably gonna find) gets 738738 eDEF and 743535 eSPR from a vitality apparatus compared to 684208 eDEF and 688380 eSPR with the bangles.

But because you ignore an extra 10% damage, that's 752628 eDEF and 757218 eSPR. The bangles are a clear winner (and this is one of the more diminished examples). And that's before accounting for the fact that this ignores whole attacks, which improves survivability in the sense that chunk damage is more dangerous than chip damage.

So in true Hein fashion, I figured I'd give her a Barrier Shift mechanic, granting party members damage reduction against a specific element for two turns, and you can only have one Barrier Shift element up at a time. (might restrict it to Fire/Ice/Lightning)
Also, I thought I'd take inspiration from FFXI and give her a Refresh spell, and I'm thinking of just making it a party wide MP regen. As well as I'm thinking about giving her En-spells that will grant party members bonus damage of specific element. And either Dual Cast, or maybe something like a Chain Cast, which would let her cast three spells but double their mana costs.
