Right. The gem ratings and primary/secondary effects all follow guidelines, and cannot go higher than the established limits (rating 20).
For example, Tempering gems in the Watcher table can technically go up to 28.1% (rating 20), but because rating 20 gems can only be dropped by L3/L4 bosses, you can only go up to 27.2%.

50/50 quality is better for literally every dual stat scaling weapon in the game, as well as the pure skill scaling ones like rakuyo and BoM get better wheb str scaling is added with heavy abyssals at those stats.
