If Finland is granted Petsamo after independence by the treaty with Russia, Sweden doesn't have cores there and can't use Restoration of Order against Finland.

There should probably be a decision when a radical ideology (bourgeois/proletarian/fascist dictatorship) is proclaimed to execute an officer purge. Do you have any idea of how to use National Focuses to trigger event/decisions?
The way I'm currently (and poorly) doing it is by adding a national focus that reduces farm/mine sizes by a shitload (making them always 400, the minimum, I suppose) and then having an event checking for 95%> farmer/labourer unemployment, but that can take a lot of time(for the POPs to become unemployed) and can fire in the wrong provinces
I've also tried to use 100000% goods_demand in the NF(so I can check for a province with 95% unemployment AND no goods being fufilled, making false-positives rare) but that just caused all of my POPs, including the ones outside the NF`d state, to get the effect applied to them, any way to make that province/state only?

Get enough bureaucrats in >100k pop states for max administrative efficiency, get 2% intellectuals in each >100k pop state, then get 4% intellectuals in each >100k state. Take all westernization events, even ones that don't have an immediate +% research mod, since they are usually prerequisites to ones that do. Shogunate can westernize by 1854-1856 reliably and if you're very lucky, you can avoid the civil war entirely. Don't waste time resisting Perry and don't take states from other uncivs while you're unciv since they will bring down your literacy massively.

I've actually tried this before. The problem is that, early on, the Russians and Austrians are both pretty keen on invading and gobbling up territory. You can ally with one or the other and hope they're in any shape to support you, but you'll be invaded one way or the other. As for your economy, you'll be in dire straights for the first 20-30 years. It will be a constant struggle to avoid bankruptcy and the inevitable "restoration of order" by your neighbours, while also developing your industry and staving off rebellion from within.
