Have ranks diluted into utter shit again?

I haven't played for few months, been LE.
Now I come back, after first game I'm put into DMG and 2 out of 3 games I get people running around like headless chickens, changing sites every round without communicating at all, force buying like retards and generally being fucking silver russian trash tier.

Why can't valve hardlock ranks to be able to hold only set percentage of population, that way people who don't progress and improve will drop ranks and make room for people who are good, instead of everyone getting bumped into infinity and making higher ranks devalued.
