If it's story relevant moments and "independence" I'd agree 5's are better written.

If you take social links and all the silly "events" 4's are vastly better written because of the sheer amount of interaction they have with each other.

4 has a lot of stuff sort of superfluous to the main plot though, but while a lot of people condemn it for that, I actually think it's one of its strengths because it heavily, HEAVILY fleshes out the characters. It's just a matter of whether sort of screwing up the plot pacing is worth it to you or not personally.

Nearly all the non party ones were pretty great like nanako's and dojimas. Hell adachi's was also pretty solid, especially as a plot set up. Sun, Moon and Tower were particularly memorable even if tower was cheesy as hell.

Nah. I don't think Goro was ever tracking the PTs in the Metaverse until Okumura. And even then not until Okumura received the calling card and did something no other person who received had done: informed the police immediately. That let Goro know that the PTs were about to act. So he shadowed them that day.

He was in the other palaces, because he visits the palaces of all the people connected to Shido. But there's no reason to think he was following them the whole time. He's not the "ace detective" his reputation suggests. He did suspect Joker and friends, for the reasons he himself gives, but he had no real proof of it until he saw them disappear, which he himself witnesses and shows surprise to when it happens (and that surprise is not feigned, because no one is watching him at the time).

In all palaces before Okumura, Goro has no way of knowing who the PTs are targeting and when they will act. So he can't do any tracking. Besides, him spying on the PTs would put himself at risk if he were caught.
