I disagree. I hold P3 over P4 because it does characterization better. P4 is like an awkward step between P3 and P5 at best. It has some gameple improvements over 3, but it misses things like fusion spells and the phys split (which P5 remedies somewhat) and it has weaker characters than 3. Except the P3 method is that literally nobody gets character development outside of 3 people they give attention to, junpei, Yukari, and to a lesser extent, mitsuru.

"In story" development doesn't make it good development. Hell, confronting their shadow selves in 4 or the awakenings in 5 are about the same amount of "in story development" as anything in 3.

Ann: freaking out for a bit and yelling at Joker for ruining her modelling career and life, then eventually calming down, planning her future and thinking up names, still refusing to admit she's stopped being mad until she kisses Joker and tenderly says she loves him but if he leaves her she'll murder him.

Makoto: complete breakdown, shaking and crying and saying she's not ready to be a mom and how she can barely take care of herself, but when Joker says she doesn't have to raise it she snaps back into business mode and starts shopping for a crib immediately, telling Joker to either start helping or get lost.

Futaba: complete shock, stammering for a bit, then just softly touching her belly and whispering to it, then asks Joker for help with tears in her eyes because she can't possibly do it alone, and she doesn't want to burden Sojiro anymore, and she wants her baby to have two perfect loving parents.

Haru: starts pacing back and forth, hyperventilating and talking about how horrible this is, and how ashamed she feels, but admits that this is the happiest she's ever felt, crying in joy, and saying she will force herself to be strong for her baby.

Sadayo: gets immediately depressed and keeps saying she'd be a terrible mother, and how she's an awful person for getting into this situation with a student, eventually all the weight of her insecurities and anxieties would come crashing down and she'd just cuddle with Joker, saying how sorry she is and that she'll work hard to be a good mom.

Tae: refuses to believe it until she does the sonar on herself, then starts trying to reassure Joker that she won't burden him with this, she's older and it's her responsibility, but she doesn't mind supporting him as long as he's a good dad and helps care for the baby.

Chihaya: slips into her country dialect while she berates Joker for causing this to happen, then suddenly kissing him while saying she wants to raise a family, and eventually she'll start obsessively doing readings for her baby's future while freaking out over every slightly negative result.

Ichiko: starts throwing out every bottle of booze in her home, calling Lala and asking to be banned from the bar, telling Joker to slap her senseless the moment she even thinks about taking a drink, and hugging him while whispering that she never expected this could happen for her and she'll be sure to support both of them while being the perfect wife and mother.

Hifumi: totally stunned, starts laughing, makes stupid jokes, talking way too much, saying she never expected her life to turn out like this, basically just acting really weird and unlike herself until she calms down, takes a deep breath, and tells Joker that she loves him and wants to raise a family with him, having many more kids over the years.

Akihiko got developed decently well over the course of the game. He goes from "training training training" to actually becoming strong in a more meaningful sense once he stops obsessing over his sister and Shinji's deaths. Most of your team grows over the course of the story in some way in P3. In P4, they get one burst on development in their designated dungeon and then remain static all the way until the end. The only other development they get is in SLs, which never get referenced in the story. The story versions of them even contradict their SL selves at times.

They don't need SL to "make up for it" because there is nothing wrong with how they develop. It happens over time and you'd see as much if you spoke to the characters in the dorm. It doesn't all happen at once, the scenes where they get their ultimate personas are just the epiphanies at the end of the a major breakthrough for their characters. Death and accepting it is the major theme of P3 and there's a reason that so many characters have their development tied to it.
