That has more to do with Riot trying to make things more distinct on a character to character basis and make them feel more rewarding and impactful to play. No one wants to sit around watching meters go up and down and everyone wants to actually feel involved and have options. This is why Soraka was reworked into her current state. This is why tanks keep getting overhauled so that they're more explosive and more dynamic to play as instead of just being walking ultimates which a lot of tanks really were prior to updates.
