Same as Awakening, last skill equipped gets inherited. If you want to use the kid you should get them as soon as possible or when you get any skills you want to pass, but it doesn't matter. After Chapter 18 they'll come with Offspring Seals to auto-level them. At Chapter 21 it levels them to 6 promoted with a D rank in any secondary weapons they get.

In 3-5, a promoted Haar (promoted with the Crown obtained last chapter) makes a 2-turn of this map with the Energy Drop gained possible, since Haar now not only ORKOs all the Paladins here but can also equip both Celerity and Savior at the same time

If Titania (or anyone really) doesn't lure the Thunder Sage away by using a 1 range weapon, Haar faces a CoD on Enemy Phase turn 1 since he needs to dodge one of either the Sage or the Wyrmslayer Paladin, but with the Sage lured away he can take literally every attack thrown at him on Enemy Phase and survive (and can be healed up via Physic for the boss)

Reyson also needs to be transformed and Shoved to reach this position to Vigor Haar and Heather

Well Birthright and Conquest come with all three games together, only seperated by few mbs of DLC DL to play. They are the same game (Fates/If) when you get down to it, those are different routes with other routes locked behind 20$ DLC. That attack definitely looks underwhelming, but she thrives with all the blues out there. She makes for an excellent tank with this build too, she can take a hit from just about anything that isn't a brave axe / sword or Eliwood's Durandal, with the added bonus that nothing doubles her at that madman speed.
