There are no frontier outposts there or anything. during our last war I took this entire chunk and cleansed the planets there and the borders barely shrunk. There were NO planets, no outposts. Nothing. And the border still didn't shrink. At the mean time I have colonized planets and outposts out the ass and I still don't have that chunk. These borders don't make sense.

I always play on 0.25x planets.

I do recommend Stellar Expansion Terraforming, and maybe Stellar Expansion Terraforming Extreme, though. They let you eventually terraform all terrestrial planets, though some of the techs you don't get til a bit later in the game.

It does make the early game pretty difficult, and your empire is going to be stretched thin unless you get lucky.
