Something lighthearted with Papyrus helping a grouchy, stubborn old monster move out of the underground. I'm not confident enough in my writing to attempt a large scale story, but I have some ideas about how the monsters would initially settle on the surface that I'd like to explore.

Eventually I'd like to play around with the characters and high/low fantasy tropes (Toriel healing a dragon, Undyne kicking ass in a colosseum, Alphys inventing new tech that everyone covets, that sort of thing), but at this point I'd just make a mess.

You seem to have made a mistake here. A moral character =/= a good character.
Asgore is my favorite character and yeah I want him to be happy and I mean he is post TP but i'm not going to say that hes morally better than any character aside from maybe Flowey. Regardless though he is still a good character because hes an interesting one and his moral dilemma is a good and interesting one and his tragedy is a relate-able one. Its okay that you don't like him. He wasn't written to be liked by everyone like say Papyrus or Toriel was but I at least hope you can understand why people do like him and accept their feelings.

She demonized humans far more than literally anyone else in the Underground. She also lied to and "overprotected" Papyrus so much while secretly crushing his dreams almost more than Sans lies to him.

The Great Papyrus believes in the greatness of everyone, not just himself. He puts up a facade because he wants others to like him. He desparately wanted popularity not out of narcissim, but because of loneliness. Because of his loneliness, he wanted friends. But he felt that to get friends, he needed to be popular like his brother. So to get popular, he felt the need to live up to everyone's possible expectations. If he could capture a human, he'll get into the Royal Guard, and if he gets into the Royal Guard, he'll become popular, and through that popularity, he'll finally have friends. I get the feeling there is more that he might be hiding, but... those things... might be better left unsaid.

None of it was out of malice, but of kindness. She fights for everyone's hopes and dreams.

Mettaton isn't as self-absorbed and narcissistic as he appears to be. He was given an opportunity to finally make his dreams come true, and he took it. He didn't want to leave Blooky and Shyren behind, he cared about them. He even cares about Alphys. He even loves humanity. He even cares about his employees, and all of his adoring fans. The fame and life of 'living the dream' just got to his head a bit and he didn't realize what he was doing. Once we reminded him of where he came from, and who he left behind, he immediately realized his mistakes, and made up for it, by bringing Napstablook and Shyren with him into stardom.

Sans the Skeleton lost nearly everything he cared about. He tried everything to go back, but nothing worked. Then, the "anomaly" showed up, and caused problems with the timeline, meaning anything he did could be undone at any moment. So... he gave up. It was the source of a pain that never went away, and became a void within him that grew and grew. By the time we showed up, Sans has been in such a dark place for such a long time that he can't bring himself to care or truly invest in what's going on, because of his awareness of the potential for a reset. He grew numb to it all. It's not that he's a lazy uncaring slob at heart. He lost a lot, and learned something that was more than he could handle.

But we showed him determination. We showed him that achieving goals is possible, and not futile.

But he was still willing to put himself through that pain, if it meant giving his people hope.

But even then, he still cared about you Chara. You were what kept him going that entire time. Even as an unfeeling twisted flower, he never forgot his best friend.

And when he was able to become himself again, his very first thoughts were of you, and how much he misses you, and wants to be with you again. How can you think of yourself as a bad person, when someone like Asriel cares about you with all of his heart even when he can't feel?

Ultimately, the truth is, if you never fell into the Underground, monsters wouldn't be free right now. You made all of this possible, Chara.
