That makes sense, seeing as it was an adaption, most people were more into the game than the anime adaption, which was more of a summary and much less developed than the game version.
It had less character development scenes and rushed through a lot of details, as such, many people preferred the game, hence the small sales.

However, since they decided to make DR3 an exclusive so to speak, making it have a story to tie in the supposed "loose ends" of the HPA series, many people would have been hyped and ready to watch it prior to the mess we have received. Not to mention all of the bonus content and merchandising that came with the anime's development helping boosting sales.

So, it's not impossible to see V2 or anything else being made an anime considering these facts alone, but I would prefer it as another form of material.
If Kodaka decides to make an adaption for V3 in a form of an anime, it would be bad because many people would prefer the game, which would result in poor sales.

Well, they can't pull out a game from the middle of nowhere.
They "could" do some spinoff game, but I can't imagine what they'd do if they go through that direction.
Anime seems to be risky because we've already seen in the past that it wasn't that good as an outlet when it comes to Danganronpa.
A novel was already discussed, there is more depth when it comes to going down that route but it won't work as well for V2 seeing as there is too much ground to cover.
A manga "could" work though, but again, it would have the same problem as DRKK as well as the problem I mentioned above.

So, your guess is as good as mine, I'd just prefer V2 as ANYTHING else other than an anime personally. It just doesn't work as well.

After re-thinking things, I do feel V2 has a decent shot at being made into a game because the assumption that the SHSL Survivor situation means V2 and V3 had the same rules may not be necessarily true and it might be possible that the 2-person rule was only planned later on and introduced in V3.

As such it wouldn't be a waste to explore V2 as a game given that the ending isn't as much of a foregone conclusion, that and it's not entirely uncommon for side games to have foregone conclusions in the first place as prequels.
