Bismarck and Tirpitz are a good example of a free ship vs a premium one. Torpedoes are highly situational whereas hydro will come into play every match, though a skilled player won't need to rely on it as often. Bismarck also comes with better AA for whatever that's worth. The whole situation is well balanced now as opposed to Tirpitz being unquestionably worse. The problem is that Bismarck is still ridiculously strong and will likely get more nerfs someday, leaving Tirpitz OP.

A ship has to have hydro+radar to be as strong as torps alone. Needless to say, bismarck doesn't have radar and hydro got nerfed, so it's much worse than a tirpitz with Vigilance and fast rudder shift torp dodging, with torps to wreck BB/cruiser shit and 10.6km manual secondaries to obliterate destroyers.

Bismarck's biggest gimmick was her secondaries, not her hydro and now she's pretty much useless. Second class to her sister who you have to buy. Tirpitz needed a buff but this was too much and it can't be reversed.

Just finished my first post-buff Tirp game. It was 5 Tirps on my team, vs 3 enemy Tirps, a Bismarck and an Alabama.

Everyone for some reason was possessed by the spirit of Admiral Mahan, and converged two lines of battle. The secondary exchanges were glorious. I landed 198 secondary hits and 5 torps against the enemy battle line and was the only survivor of the Battle of Point C, with 4000 hp left when damage control came up.

The only changes that 2mm armour buff brings is that 1. 380mm & 381mm guns can't lolpen through ur bow anymore and 2. 155 guns can't pen u with HE any more. I'll accept that (1) is a valid buff, but the problem with the 2mm buff is that
1. One of the bigger threat to Hipper class is the Battleship guns, which with the exception of the European cucks, the IJN(T7+) and the Muricunts (T7+) will still be able to overmatch the bow armor. Nonetheless a small improvement
2.1 155 & 152 HEs wasn;t the biggest problem with Hipper-class
2.2 players of Mogami(155HE) and Chappy/Kutuzov(152 HE) will invariably opt for the IFHE skill, which in turns nullify the alleged advantage over 152/155 HE shells

So I can wreck the other IJN destroyers, including other gumos, and set CAsuals and baBBies on fire. Torpedoes are becoming increasingly situational in high tiers and I can't rely on them anymore. That's my personal case, of course. I know people who spec her as a torpedo boat and manage to make even the F3s with their suicidal short range work somehow, but it's very rare to get consistent torpedo hits in tiers IX-X nowadays
