I actually think that Bamco spends an inordinate amount of effort on this game considering the size of the player base.

No, that's not how japan has it. Japan gets 2 day skillups but every month. We get 7 day skillups but every 2-3 months. This would also be a 7 day skillup but they decided to activate it just before the clash, deactivate it just as the clash starts so people have to farm more than they need and then activate it just as the clash ends.
There is literally no reason not to have it up during the clash except to assfuck the playerbase once again.

I don't think it's possible to stall 15 turns going to that stage. You should be able to kill the stage with regular attacks only.

It might be hard though if 4 or more fodders show up with 1 CD. In that case use SW Usopp for safety. Maybe replace SW Usopp with GPU for easier stall.
