It's not really shit, just requires shorter engage range and more often reloads to unleash whole clip from a reasonable distance.
Always reload after first 1-2 shot if you're at medium range, if you're stuck at low on clip blastjump back to reload again.
Only way to outdps stock RL, is possible by reloading quickly after first 1-2 shots else it's a terrible weapon.
Let me pull a mathcraft outta my ass regarding wiki page:

Point blank-close range: 105 damage average per shot
(105*4)/ 2.4 seconds = 175 damage per second

and I still have a 70 damage average shot in my clip and can reload without suffering slower first reload.
What does that mathcraft tell us? It's a slower damage dealer, but still good enough to finish one target at least as long as you reload it.

It would probably pair up well with the reserve shooter, as the set intends. The RS would be your more primary damage dealer, while the LL is used for extra mobility and popping people up with its extra rocket. Sadly there are only 3 reasons to use that thing in a game:
1. You want to piss off an enemy Heavy or his Medic by literally raining on them.
2. Your Heavy uses a Natascha
3. You need to RJ away or run to the next corner infront of a Sentry sightline for a short period.
I wish there was an easier way or more reasons to use it, or at least one of our melee weapons give increased fall damage when wielding *cough*Equalizer*cough* so at least it makes use of lost hp when you missed and suffered fall damage
