I'm sure he is. His character development peaks and then is suddenly flatlined. From a writing standpoint he's due for some resolution. To Fatlus, he's an easy cash grab and his fate is enough of a loose end that they can throw him in wherever they want.

What's really up in the air is what kind of spinoff content we will get. Persona 4 got milked to death over the course of nearly a decade while persona 5 was being developed. So its all depending on the release schedule for their next Persona game. I would absolutely bet money on a P4G type of rerelease for persona 5 with goro getting extra content.
