Ursa offers way more single target burst without the need for a lot of farm. He can solo kill most other cores in the game throughout a whole match.
Ursa is a lot stronger in lane, strong enough to completely shutdown his lane on his own most of the time, making supports free to roam.

I mostly play support. In the shit tier I'm in, whenever the offlaner is bristleback I secure an early kill on him before he gets several points in his passive.

Without fail, when I go after bristle with the safe laner for the second time, we get him to really low hp but my carry ALWAYS chases and dies to quills really embarrassingly when there is no way to actually kill the bristle. I x-ping the carry and say on mic to stop chasing but still, this has happened like 4 times in a week and a half.
