Hopefully you're sincere about using a controller. Without further ado,

Don't tap RB for hotbars. Ever. What you do is load all your skills on WXHB and L1+R1. (Don't bother with L1+R1 and R1+L1, it's smoother to make either button combination lead to one pair of crossbars).

This gives you a total of 32 free buttons and if you enable directional input for WXHB, 40 buttons (but not necessary at all unless SMN). This is all mostly in open view without tapping RB, you can see why this is preferred. You should still put in static hotbars to watch cooldowns for the R1+L1 crossbars and just skills in general you wanna watch as part of an opener.

For targetting, use RB+L1 to target the approximate closest thing to you (but be mindful that for some reason, the name tag has to be in view first so if the target is really tall, look up first then Rb+L1). After acquiring a target, you can use the left/right directional inputs to switch enemy targets.

Trust me, I have played MMOs for almost a decade and FFXIV really blew me away with how amazing the controller setup is. Hope you like it like I do.

The WXHB seems incredible now that I got it set up like you said. Is there any way to make all of this work with toggle/tapping though? Man. I remember being a fresh faced level 50 bard and really enjoying the movement, especially due to my high latency. I remember hitting 52 when heavensward came out and debating on just unsubbing right there. I'm sure it's a lot better now, but early HW bard was pure suffering. WM was a huge trashcan when it first released. Remember how it had a long cooldown and a cast time? Me too. I get it's probably more fun and involved to play now, but I was scorned pretty bad at 52.
