I've been having this problem for weeks now and I'm hoping for a fix:
I downloaded Skate 2 & 3, but every time I tried to install the game data, it stalled at 98%. I tried playing via fat32, ISO via NTFS, tried different multiman settings but nothing.
Finally I bit the bullet and got a used copy off of Skate 3 off of ebay BUT I I STILL GET 98%.
Any solution? Can't find anything on google about this that seems helpable.

Idk what you mean. You really just update Luma, copy the contents from, assuming you use use OnionFS, from /onionfs/<titleid> to /luma/titles/<titleid>/romfs/ and make sure Game patches are enabled in Luma's configs.

If you use layeredfs instead, idk how it folder structure works, but you could compare using Romfs Explorer or GodMode9 instead to figure out the structure. But the main idea is that the "romfs" folder is the root of the game's actual romfs.

No fucking wonder it wasn't working. You need to downgrade to 2.1 temporarily to install arm9loaderhax (which isn't a CFW, but what is used to load them milliseconds after boot). After that you'll restore your emunand.

Literally follow the guide. You will move your emunand (which has rxTools) to sysnand later on, the guide covers this.
